Third party insurance

Few days back, I'd an unfortunate accident in which I collided with a scooterette rider and in the process damaged her vehicle. Scoterette's fairing, front upper cover, back cover along with rear view mirrors and handle bar were damaged. The said scooterette is old and is running without any kind of insurance. Front cover was already partially damaged before the collision. Showroom estimates for the repairs run into 4-5 thousand rupees. After the collision there were no police formalities. Also I lost my bike's headlight. What are my responsibilities here. I have an insurance with Iffko-Tokio and according to the certificate I've paid premiums for own and third party damage.

I've following queries with regards to vehicle insurance. Those who are knowledgeable in this regard please help me out here -

1. Can I claim for the bills paid for medical assistance and vehicle repair provided to the third party?
2. How does insurance status of opposite vehicle affect claims?
3. What is the standard procedure after collision to claim reimbursement under third party insurance? How much cover is provided and how long does it take to process such types of claims?
